Jim is a shareholder/director of Carroll, Boe, Pell & Kite, P.C., in Middlebury, Vermont where he has been in private practice since 1985.
He received a BA from the University of Vermont in 1977 and a JD magna cum laude from the Vermont Law School in 1984 where he was also an editor of the Vermont Law Review.
Jim’s practice involves the representation of numerous municipalities with an emphasis on the defense of civil rights, tort, employment and highway disputes, as well as land use and ordinance enforcement.
Jim has previously served as the President of the Addison and Vermont Bar Associations and as Chair of the VBA Municipal Law Section. He is currently on the Board of Directors for the Vermont Bar Foundation.
